I am sending you the summary of my overview remarks to be made at the international symposium “Legal-medical Aspects of Nuclear Disaster and Human Rights” organized by Limoge University(France) and Waseda University. It will be held on 14 and 15 October 2014 at Waseda University.

I will be referring to the reform of the IAEA and the Tokyo Olympic Games. [Amb. Murata has called for “honorable retreat” from the 2020 Games in Tokyo for fear that contamination levels are too high to host Olympic events. rf]

There is no denying that the presence of nuclear reactors is the very global security issue.

SUMMARY OF SYMPOSIUM OVERVIEW
.
(Summary of my overview remarks to be made at the international symposium “Legal-medical Aspects of Nuclear Disaster and Human Rights” organized by Limoge University (France) and Waseda University to be held on 14 and15 October ).
.
Fukushima has shown that the existence of a nuclear reactor itself constitutes a security problem. Consequently, it is required to strengthen the international control over the safety of about 440 reactors in the world. Moreover, we should establish the international control over the nuclear policies of the concerned countries and their systems of execution.
.
Fukushima menaces global security. More than 3 and half years after the accident, Japan is at a loss how best to cope with it, demonstrating that a country cannot solve a nuclear disaster on its own. The Nuclear Regulatory Commission neglects the rules to protect its independence. It has agreed to restart a Sendai reactor, not knowing the causes of the accident. The public
considers it as disqualified. The Tokyo Olympic Games is a reminder that Japan does not consecrate maximum efforts to solve the Fukushima crisis.

It is thus obvious that there exist serious defects in the system of execution.
.
This must promptly be remedied with international cooperation.
.
We need a new international system that obliges all the governments struck by a nuclear disaster to consecrate maximum efforts to solve the crisis and to mobilize human wisdom on the widest possible scope.
