I continue to do what little I can to prevent further worsening of the
situation at the Fukushima Daiichi.This requires the full assumption responsibilities
by the Japanese Government to cope with the consequences of the Accident.
It regrettably is not the case.

I am sending you the reply from the IOC to Dr. Helen Caldicott.
I have attached my comment on it.

The “ honorable retreat from the Tokyo Olympic Games”will awaken Japan to its vulnerability.
It will greatly help to stop further aggravation of radioactive contamination
in Japan and the world by promoting and realizing the full assumption of
responsibilities by the Japanese Government.
Time is limited and the sooner the better.

The Tokyo Olympic Games is totally imcompatible with the required
maximum efforts to bring the situation at the site under control.
The procurement of workers(more than 3000 every day)is becoming more and more difficult.

The recent Fukui district decision barring the restart of two reactors has given birth
to a new stream that allows us to hope for a better future based on ethics and solidarity.

The Joint Statement referred to in my comment could bring about vital further development.

Let me draw your attention to the vulnerability of Japan condemned to live with the Fukushima Daiichi constantly in danger.
.
Anything could happen at any moment that could, in the worst case, make repeat
the Fukushima Accident again, with consequences making Tokyo uninhabitable the next day. We can only pray that a mega earthquake that could destroy the unit 4 does not happen.

The Government estimates the possibility of an earthquake directly above its epicenter happening in Tokyo within 30 years as 70%. The loss of lives amounts to 23000 and the economic damage surpasses the equivalent of one year budget of the government and all this without taking into account the consequences of a nuclear accident.

The recent district court decision against restarting the unit 3 and 4 of the Ohi nuclear plant is epoch- making.
.
It stresses of the danger of cooling pools that can bring about melting down of fuel rods in three days after the ceasing of the cooling system. The decision is a reminder that nuclear reactors are no less dangerous than nuclear weapons and their presence alone constitutes a security issue. Japan with 54 nuclear reactors may rank as one of most vulnerable nations.

The international community is voicing its criticism against Japan, not making maximum efforts to bring the consequences of the accident under control.

The removal of the fuel rods from the unit 4 continues to adopt 8 hours shift instead of 24 hours as suggested by the concerned on the site.

Mobilizing human wisdom on the widest possible scale remains a target.
.
The situation at the site will continue to worsen, unless the full assumption of responsibilities by the state is realized. The Tokyo Olympic Games is obviously incompatible with this aim.

The reply from the IOC is based on the public assertions whose credibility is more and more questioned. They are in conformity with the position of the IAEA. The reform of the IAEA is now required by the Joint Statement supported by Ex-PM Hosokawa, Former Swiss President Leuenburger and Professor Ernst von Weizsaecker.

His Holiness Pope Francis and Former US President Carter are being approached.

It deserves wide international support.

A new stream that gives hope is being born in Japan.

It will not allow the irresponsibility to organize the Tokyo Olympic Games
already menaced by obvious vulnerability.

Maximum efforts must be made by Japan to stop the worsening of the actual
situation that could affect the whole world.

The honorable retreat from Tokyo Olympic Games is required for this reason.
