“Food Safety Enhancement Act of 2009” a Threat to Food AND Freedom!
Congress is set to deliver a huge blow to local food production and safety by giving Big Agra interests exactly what they want: the industrialization of all food production in the US — forcing family farms, natural, successful home gardeners and other local food sources to meet Agra-Biz industrial standards or go out of business. H.R. 2749 — the (sic) “Food Safety Enhancement Act of 2009” has been “fast tracked” and is heading to a vote this week under a Suspension of Rules that will allow no amendments and a total of 40 minutes debate. The latest report we’ve had indicates the bill was removed from the voting agenda today: rumors suggest that continued strong public opposition may force the bill back to committee for further amendment.
The Natural Solutions Foundation, www.HealthFreedomUSA.org, concerned by Codex Alimentarius’ US-led industrialization and global degradation of the food supply, noted with alarm the introduction of bills to do the same thing here in the US. While the public was distracted by the economic collapse and the non-lethal Swine Flu “Pandemic Emergency” and the threat of mandatory vaccination with the weaponized Swine Flu vaccine, Congress was planning its own surprise: the forced-industrialization-of-farming bills, such as HR 875 & 759, were replaced by a new “fast-tracked” (sic) “Food Safety” bill – HR 2749 – that threatens food, health and freedom. Since it gives the FDA power to declare marshal law in the face of food contamination in the US, it is, in reality, a “martial law food control bill” — see: http://farmwars.info/?p=1145
Small farms, organic production, biodynamic operations and home farmers who share their food will be required to comply with standards which they cannot afford, like seed sorting plants running to more than a million dollars for each species of seed when no threat has ever been posed by simple hand sorting devices. All food preparation and storage facilities, including home kitchens, could be entered without a warrant for inspection of records – which no home keeps. Ultimately, the only acceptable food would be prepared, industrialized and industry-controlled food. Codex standards and guidelines would govern all agricultural production, driving non-chemical operations out of business.
Today, recognizing the importance of push back and citizen involvement in the legislative process, Rep. Ron Paul, responding to the 600,000+ emails supporters of health freedom have sent to Congress demanding protection for organic farming and food freedom, urged, through his Legislative Aide, that the Natural Solutions Foundation “Keep it up!”

Assaults on Health Freedom have not been limited to proposed food fascism. The right to refuse vaccines is threatened under both federal and state statutes. For example, we’ve been urging Congress to defeat all fake “Food Safety” bills since they do not address the major health and environmental threats posed by huge factory farms and feed lots which threaten local production. When the Foundation created our an Action Item more than a half a million emails told federal legislators to protect family farms and ranches, organic, natural and home food production, food co-ops, community gardens, etc.

And, apparently, they heard at least part of the message. Those who support HR 2749 are touting the (slight) “farmer protection” added to the bill to initially get it out of committee:
“Are Small Farms Protected?
“The legislation is doing a bunch of things for food safety, most notably giving the FDA mandatory recall authority. This has been a major sticking point for previous iterations of this legislation in the House, because House reps more than senators represent small fiefdoms inside large rural states. These districts wide recalls will disproportionately harm smaller businesses and processors versus their larger partners. In a sense, FDA recalls and fees would represent a regressive tax.
“This is an extremely valid concern given the FDA’s proclivity for influence from industry. However, this bill was able to climb out of committee in the House because it properly addressed small growers and farmers markets. Specifically, Section 107 of the bill which stipulates ‘Traceability Requirements’ on most farms makes an exemption for farmer’s markets (more or less):
‘(4) EXEMPTIONS-
‘(A) DIRECT SALES BY FARMS- Food is exempt from the requirements of this subsection if such food is-
‘(i) produced on a farm; and
‘(ii) sold by the owner, operator, or agent in charge of such farm directly to a consumer or restaurant.
“Traceability is a huge issue and this bill seeks to establish a new electronic system for tracking that will be vetted over the course of a couple years. The exemption for small farmers is good but poorly defined. We hope this vague language about exemptions gets tightened up as the bill moves forward. It would be a pity to see this single exemption allow major agribusiness farmers off the hook.”

This weak provision is not the protection we want for local food production.
But it is a start. We are concerned that the word “farm” could be construed too narrowly. What about religious communities, nonprofits, co-ops, community and family gardens that produce surpluses… Real protection is needed for local, natural production.
This is not a bill that we expect conscientious congresspeople to support, and we certainly don’t support what has been called a “martial law food control bill.”
Health Freedom advocates need to redouble our efforts to get Congress to listen!

To amend the Food, Drug and Cosmetics Act and Title 7 of the United States Code regarding harmonization of United States food regulations with international regulations or guidelines, and for other purposes.
IN THE HOUSE OF REPRESENTATIVES

A BILL
To amend the Food, Drug and Cosmetics Act and Title 7 of the United States Code regarding harmonization of United States food regulations with international regulations or guidelines, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ‘Food Regulations No Harmonization Act” and may be referred to as the “No Harm Act.”
SEC. 2. DEFINITIONS.
1. International regulations or guidelines include the Guidelines adopted by the Codex Alimentarius or other bi-national, multinational or international bodies or agreements.
SEC. 3. CONGRESSIONAL FINDINGS REGARDING HARMONIZATION.
The Congress of the United States has determined:
1. The stated policy of the Food and Drug Administration of harmonization of United States food regulations with international guidelines announced in the October 11, 1995 issue of the Federal Register (60 FR 53078) should not the public policy of the United States.
2. The restrictions on harmonization of United States regulations enacted by Congress as 19 USC 3512 are insufficient to protect the interests of the United States and its citizens.
3. Codex Alimentarius guidelines are not mandatory upon the member nations and are merely “presumptive evidence” of the law to be applied in international trade disputes under the World Trade Organization, with member nations being allowed to adopt other science-based guidelines, laws and regulations.
4. Further restrictions on food regulations are required to protect the freedom of United States citizens to choose natural, unadulterated, nontoxic food products as a matter of national security, to protect the integrity of the national immune system thereby reducing the requirement for excessive medical costs secondary to food-born disease.
SEC. 4. NO HARMONIZATION WITH INTERNATIONAL OR DRUG REGULATIONS.
1. The Department of Agriculture, Environmental Protection Agency, Federal Trade Commission, the Food and Drug Administration and all other Federal agencies are directed to pursue a policy of not regulating food on the basis of harmonization with international guidelines or regulation of Dietary Ingredients. This policy includes all foods, including those offered with claims permitted under the Dietary Supplement Health and Education Act, DSHEA. United States food regulation shall support the widest possible availability of recognized safe, high quality, high potency Dietary Ingredients and preserving to United States citizens their right to freedom of choice in health care, health care strategies and options. Organic, biodynamic and/or other non-genetically modified, non-irradiated or additive-free foods and Dietary Ingredients offered with claims to promote health, including all compounded, nutraceutical, bioidentical and functional foods, shall be included in the protections from harmonization enacted herein.
2. Neither the Food and Drug Administration, nor other department or agency of the United States, shall create a regulatory category known as “Complementary and Alternative Medicine (or Modality) Products”, or “CAM Products.” Dietary Ingredients used with informed consent by practitioners of complementary or alternative modalities shall be regulated as foods, generally recognized as safe, and not as drugs.
3. No department or agency of the United States shall issue, promote, support or permit regulations that denigrate the highest scientifically possible standards for organic foods, so that the public may be assured that, when buying foods denoted as “organic” they are buying foods that are only organic in origin and processing. Any deviation, no matter how slight, from strict organic standards must be clearly stated on the product label. These standards shall apply to organic food produced both domestically and internationally which are imported for distribution in the United States. Processes and conditions such as irradiation, gas sterilization, fumigation or other non-organic processes, which are prohibited for domestically produced organic foods shall not be permitted in foods imported into the United States and labeled or presented for sale in the United States as organic.
4. No department or agency of the United States shall issue, promote, support or permit regulations that allow irradiation of foods without that fact being prominently stated on the product label.
5. No department or agency of the United States shall issue, promote, support or permit regulations that allow Genetically Modified (GM) ingredients in foods without that fact being prominently stated on the product label. All foods which contain genetically modified (GM) ingredients or ingredients derived from genetically modified (GM) sources shall state that fact prominently on the product label.
6. No department or agency of the United States shall issue, promote, support or permit regulations that forbid purveyors of foods that are free of Genetically Modified (GM) ingredients from stating that truthful and not misleading fact on the product label.
7. All Food and Drug Administration regulations, guidances and policies that require the irradiation of food (including Dietary Supplements) or prohibit the truthful labeling of food (including Dietary Supplements) as non-irradiated, not genetically modified or toxin free are hereby repealed. This provision shall apply to imported foods as well as domestically produced foods, including Dietary Supplements.
8. Relationship of international food safety and claims agreements, including Codex Alimentarius to United States law and State law: United States law to prevail in conflict. No provision of any of international food safety and claims agreements, including Codex Alimentarius, nor the application of any such provision to any person or circumstance, that is inconsistent with any law of the United States shall have any effect. This statute may be cited as governing by any party to a dispute in any Court in the United States where such provision shall be in controversy.
9 No US agency or representative at Codex Alimentarius or other bi-national, multinational or international forum may bring forward, support or accept any standard, guideline or other international decision which conflicts with US food law or regulation, including DSHEA. US representatives must declare their opposition to, and reservations regarding, any such regulation.
10. If any international body, including Codex Alimentarius, adopts or ratifies (by vote, consensus or otherwise) a policy, guideline or standard which conflicts with US law or policy, non-adoption of which could result in World Trade Organization sanctions or trade sanctions by any other international body, the US shall take those steps necessary to adjust US law and regulation to protect it from such trade sanctions, such as adopting other science-based guidelines and laws or regulations derived therefrom, consistent with this Act.

Hi,
I am 40 minutes outside of Rome on a magnificent Organic farm. We did not expect to spend the whole week here, but that is what happened. Long story. Suffice it to say that the “big heirloom, organic seed guy” that we came to meet, buy seeds from, visit the production facilities/farm of, etc, decided not to meet with us despite the fact that we had an appointment going back many weeks.
Not sure what that is about, but I will tell you that as soon as I started to talk with him on the phone about the fact that Monsanto is buying up heirloom and organic seed companies like crazy (I happen to know that is happening in Europe at the same frenetic rate that it is happening in the US), he got off the phone about as quickly as he could, not even stopping to consider whether he was suddenly no longer even slightly courteous. So we are coming home without the Italian heirloom seeds I was hoping for.
Never the less, we have accomplished a great deal here at the lovely farm and gotten some valuable ideas for VotM!

I really miss being home in Panama. You know, Gen. Bert and I have traveled all over the world, pretty much, and lived in a lot of places, some of them really, really beautiful. I regard Panama as my home, though, and I look forward to having you feel the same way. Getting back home where our Seminar / Wellness Center is nearly ready is going to be so wonderful!
On a more troublesome note, the “kill the offshore investment options/havens” crowd are at it again.
As Ralph says over and over, the IRA/401 money in the US is the last pool of “real” money left and “they” want control of it.
Last October, there was talk by Pelosi of turning that money into Treasury Bonds with a 3% return “guaranteed” by the US Government’s sound fiscal policy (Wanna buy a bridge, anybody?)
Well, they stopped talking about it for a while, but they are back at it. We believe that moving your IRA or, if you can, your 401 retirement fund NOW while you still can is a sound move.
As many of you know, I have invested what was left of my 401 in the Valley of the Moon Corp.
When we first proposed the program, it was not possible to secure a BIC with 401 or IRA funds so they were a simple loan. Now, through our continued research, it is, indeed, possible to use those funds to secure a full or partial BIC, meaning that you can then build your home on your buildable lot if you have a full BIC (or not, as you prefer) and be a full or partial participant using your BIC status to do so.
This was a real breakthrough.

Let’s be frank: we have a lot, A LOT, of people on this forum (and on our eAlert) who are holding back to see what happens next. I can understand that. We also have some deeply committed people who have actually committed money either as a loan, as an IRA investment or both.
Bert and I have invested every penny we have, and then quite a bit more in getting to where we are. You can certainly see/feel/experience our commitment, along with Ralph’s, especially if you come visit us.
But we need people to do what those other pioneers have done: IF you want to live in/work in/ profit from the Valley of the Moon, and you are holding back to see what happens, consider this: if everyone does that, and we do not have the necessary seed funding, how do you anticipate that that will happen?

ALERT!!! ACTION NEEDED!!!
I am writing to you in my official capacity as the President of the Natural Solutions Foundation. However, the basis of the information that I am about to share with you comes from decades of experience engaged in real-world, real-time intelligence collection and analysis. In this environment, the work involves piecing together divergent “bits” of information from divergent sources into a coherent picture of past events/situations from which you can reliably predict future events/situations.
Having the “picture” (from connecting the “Dots” or the “Bits” of information) provides the base from which counter actions, plans and solutions develop.
That is the simplistic process. Now let me show you some of the “Dots” as they exist today. You do the connecting. You paint the picture that comes to your mind. I think after you do, you will see why it is so urgently important that we create the Push Back needed to protect our health, our rights and our freedom at this time.
DATA SET 1
1. An “informal” [e.g., illegal] clinical trial of the Avian Flu vaccine on about 200 Polish vagrants resulted in 11 immediate deaths and an additional set of 20 later deaths (approximately 15% of the test population). The doctors and nurses involved were charged with murder. (Fact. 2008)
2. Approximately 3500 Chinese children died in an Avian Flu vaccine experiment. (Rumor, 2008)
3. The Philippine High Court convicted WHO (The World Health Organization) of involuntarily sterilizing over 3 million Philippina women through the use of vaccines. (Fact)
4. The WHO in 1985 documented that one of its’ primary goals for the use of a sterility vaccine disguised as a smallpox vaccine was to “eliminate 150 million excess Sub Saharan Africans”. (Fact, 1985-ongoing)
5. The WHO 5-shot vaccine programs for tetanus in third world countries in South and Central America caused the involuntary sterilization of millions of women. (Fact, ongoing)
6. Monsanto’s MON 810 corn causes sterility according to studies published by the Austrian Government. (Fact, 2009)
7. Monsanto’s MON 810 corn contains the Cauliflower Mosaic Virus which, when ingested, lowers the bodies CD 4 cells to a point which, on immune tests, indicate that a person has HIV/AIDS. The lowered CD 4 cells results from eating GMO corn, the staple of the diet in many parts of Black Africa. MON 810 is grown in Europe for animal feed and in many places, including the US, around the world for human food. (Fact, ongoing)
8. Merck’s Gardasil vaccine causes death, collapse and chronic illness in young woman and girls, including a new, never-before described “disease” called Juvenile ALS, a fatal condition in which the nervous system is slowly destroyed while consciousness remains unimpaired. This vaccine increases cervical cancer by 44.7% in women and girls who already have Human Papilloma Virus. Cervical Cancer is easily detected and cured in early stages and is not a major killer of women. Gardasil contains substances which may cause sterility in women receiving it and any protection lasts only a few years, so 9 year olds will probably not be sexually active by the time this protection has worn off. (Fact, ongoing)
9. Baxter International Inc. was in the process of applying for a contract to provide Avian Flu vaccines to European countries in the event of an Avian Flu epidemic. Its Austrian laboratory shipped Seasonal Flu vaccines to 18 countries in Europe. A laboratory technician tested the Baxter Seasonal Flu vaccines sent to the Czech Republic and discovered that they were contaminated with a highly pathogenic version of the Avian Flu, 72 Kilograms of it, although Level 3 precautions were in place and such contamination “could not have happened accidentally” according to experts in the field. No documentation of the destruction of this highly infective material has been provided although the Austrian Health Ministry insists that the deadly viral material was destroyed. (Fact, 2008, 2009)
10. A WHO investigation into the Baxter contaminated vaccine issue resulted in NO findings and in NO disciplinary actions. An Austrian investigation into the same events yielded the same results. (Fact, 2009)
11. Baxter has been rewarded with a lead role in developing, producing and disseminating the Swine Flu vaccine for the upcoming pandemic. (Fact, 2009)

It really is up to us to mobilize the kind of Push Back that really does work.
Apparently, the Natural Solutions Foundation’s enthusiastic Push Back – YOUR enthusiastic Push Back – is giving us the purchase we need to have legislation to permit self-shielding AND protection from Codex considered by a significant Congressman.
And our Push Back may even be impacting the plans of those who control Congress. In order to get HR 2749 out of committee, the sponsors had to allow an exemption into the bill — breaching their hard line position that all food producers were to be treated like industrialized Agrabiz. That exemption covers any “food (i) produced on a farm; and (ii) sold …directly to a consumer or restaurant.” While it is not as strong as we’d advise (actually, we advise that the bill be defeated!) we were the first to call for explicit protective language for family farms, natural, organic, home, etc. food production and processing — and your Push Back made this exemption possible! The bill must still be defeated, but along the way, we want to see the exemptions strengthened!
NOW is the time to pour on the Push Back heat. Now, when every member of Congress and State Legislature is aware of these issues. Now, while the horrifying FDA-Can-Declare-Martial-Law-And-Seize-Your-Property HR 2749 is being treated as if it were not controversial, now, while the phony “Swine Flu” is on everyone’s lips (even under their masks!), NOW is the moment when our Push Back, coupled with helping every single person you know to take similar action, can have the greatest impact.
Self-Shielding is Your Right!
You know that Health and Health Freedom are under multiple attacks, rather like a castle being attacked by infantry swarming over the walls, catapults slamming into the towers, corpses dumped into the wells to poison the water and flaming arrows arcing high over the walls to land in the thatch roofs of the homes within the walls.
Under Common Law, which the Constitution of these United States says is to be respected, your Home IS your Castle and you are inviolate within it. Both the UN Declaration of Universal Rights and the Geneva Conventions agree. But, just as so many other protections and strong walls of freedom are being breached, so your home is about to be breached. Under current legislation, there will be no vaccine exemptions for any reason. You will either take the vaccine, weaponized and dangerous as it is, or you run the very real risk of relocation, incarceration, isolation, quarantine and God knows what else. One thing for sure, a vaccine refuser will be viewed as somehow disloyal and there is no reason to think the food, conditions or treatment will support your health!
Like a prophet running around in rags inside the castle being breached sobbing, “Repent ye, repent ye”, there are well-meaning people propagating petitions to refuse vaccines which have the right sentiment, but no political impact whatsoever. There are well meaning people telling you that because 48 States have vaccine exemption options, the “Pandemic Emergency”vaccination will, too. They are governed by different laws and we believe that there will be no exemptions for them.
Taken together with the fact that virtually every country of which we are aware is either ordering 2 shots of the untested, unsafe and unnecessary Swine Flu vaccine from some vaccine company or other (and there are apparently 89 different Swine Flu vaccine trials running at the moment!) the race is on to corral us all into either a vaccination line or a relocation line.
These are the vaccines that the FDA wants you to believe are, along with Tamiflu and its cousin Relenza, the ONLY ways to protect and treat Swine Flu. You remember that I told you in one of my earlier reports that we are no longer permitted to discuss Nano silver in this light, so we are not discussing it in that light. , is the finest universal nutrient immune system support that I know and has no known toxicity in any person of any age or health condition. I trust it implicitly and believe that having a store of it for my own use and that of those that I love is very important.
CHILDREN FIRST!
Make no mistake: Health Canada, the US and Scotland have said that children will be first. I personally am concerned that the White House-directed $714M GPS marking of every door in America (with a list of who lives behind that door) plus the phone calls that we are told were received many homes over the last months asking how many unvaccinated children live in the home may mean that YOU might be able to refuse vaccination and accept the consequences, but children will not be permitted to have their vaccination refused by parents and they may be either mandatorily vaccinated in public schools OR removed from the home if their parents refuse.
The fact is, governments are getting ready to turn over their health, police and other powers to the WHO/UN (aka “the New World Order”) now that their PPP (Planned Pandemic Pretext) is being activated. Jane Burgermeister, the courageous journalist who has filed criminal charges over what she says is genocidal intent by drug companies and governments reports:
US: F.E.M.A. is planning nationwide terrorism drills in the United States set to begin on July 27th, 2009…. [9/11, 7/7, the Madrid Bombings and other disasters have all occurred during virtually nearly identical “exercises” involving those responders and troops who would otherwise focus on an event of their magnitude and suddenness – REL]
In the event of a pandemic declaration, WHO will coordinate the activities of Homeland Security and FEMA from a special pandemic control room linked to supercomputers of the UN security forces which appear set to be the the nerve center for any operation to transport large numbers of Americans by rail or road to the FEMA camps or [to or – REL] from special quarantine centers [to be – REL] set up at 19 airports.
Any systematic and sustained disruption to the operation of the WHO pandemic control room, of Homeland Security and FEMA headquarters or of the logistics of its units, of railways or other transport infrastructure leading to FEMA camps would be a severe blow to any covert mission to mass murder Americans and leave the country to be occupied by foreign troops under the direction of WHO and the UN. SWEDEN: Sweden has ordered two doses of Swine Flu Vaccine per person (18 million). The Swedish authority that deals with disease control says on their website that in case of a pandemic there will be “cooperation” with the EU and WHO. AUSTRIA: Under Austria’s Influenza Pandemic Plan of 2005, WHO and the EU are set to take charge of Austria via a special crisis management team (SKKM) to be set up in the Federal Ministry of Interior in the event of a “pandemic” emergency.
