I am writing to ask a favor of you which I hope you will grant and which will lead, I believe, to a new and strong position for our shared passion to keep clean food – and freedom – ubiquitously available to everyone on the planet.
As the Medical Director of the Natural Solutions Foundation, www.GlobalHealthFreedom.org , I would like to introduce our Foundation, then myself, and the Valley of the Moon™ Eco Demonstration Project, www.NaturalSolutionsFoundation.org , a Seed Community and Teaching Project that we are creating in the Highlands of Panama for the purpose of helping to spread the techniques and technologies necessary to reclaim food production from the industrial forces which are attempting to hijack it on a global basis.
First, the Natural Solutions Foundation is a private NGO with no corporate or government ties of any kind. We are a tax exempt humanitarian charity registered in the United States, active on a world-wide basis and registered as a Private Interest Foundation in Panama. Our compass is the entire range of health freedom rights including –
* Open access to clean, unadulterated food;
* Food sovereignty for every human being on the planet, unrestricted by government or corporate intervention;
* Unfettered access to information about the relationship of food and health (currently restricted under both US regulation and Codex Alimentarius standards and guidelines;
* Open access to natural health options and products (currently under severe attack by bodies such as the EU, governments like the US and Australia and organizations like Codex Alimentarius);
* Self-determination about procedures and treatments such as vaccination, compulsory “screening” and coerced drugging, etc;
* Open access to natural health treatment options for health maintenance as well as disease treatment, prevention and cure;
* Total medical privacy without any government or corporate intrusion into the relationship between health care provider and patient;
* Total banning of products, “food” and ingredients from biotechnology;
* Creation of a Pro Health alliance of countries willing and able to abandon the dangerous (and potentially lethal) standards and guidelines of the Codex Alimentarius Commission by following the legal process we have identified which will protect them from WTO trade sanctions (“The Codex Two Step Process”, http://www.youtube.com/watch?v=6QNg3MD6BxM&). We have traveled to numerous potential members of this alliance including India where we had the opportunity to meet with President Dr. Abdul Kalam in a private briefing on this topic;
* Attending Codex meetings for the purpose of supporting that pro-health alliance, providing scientific data on pro-health positions and briefing delegates, Ministers of Health and Agriculture and others on the implications of positions intended for ratification (driven, of course, by the US and its Multinational Corporate directors who literally sit on the US delegation).
In analyzing the strategic point of greatest global and local impact, we came to the conclusion that nothing would have more global impact on the widest possible number of factors than reclaiming the production of food by wresting it from corporate/statist control and returning it to the hands of farmers and non-farmers alike. To do this, we initiated the Natural Solutions Foundation’s International Decade of Nutrition (September 2005) and created a series of programs like our Agricultural Programs in Benin, Africa where we installed clean, safe, chemical free, inexpensive and intuitive technology designed to increase crop production by 200-600%, increase nutrient density by the same amount, decrease water usage by up to 25% and increase storage life by a similar amount.
After a global search, we decided to create the first of our teaching communities in the Chiriqui Highlands of Panama and created the Valley of the Moon™ Eco Demonstration Community, www.NaturalSolutionsFoundation.org.
Our first project was to purchase an coffee farm which was heavily infested with the devastating fungus Mycena citricolor (locally known as “ojo de gallo” or “rooster’s eye”) and create a foliar spray using bacteria and nutrients to cure the disease. This was so successful that the Natural Solutions Foundation intends to build a small factor, teach local farmers how to use this product and, in so doing, replace the toxic fungicides which perviously have been the coffee farmer’s only tool against this enormously costly problem.
Our following projects include –
* A BeyondOrganic BioDynamic Zero Emissions Farm and Farm School in the remote and beautiful town of Portrerillos Arriba. Since Panama holds most of the growing climates in which food is produced by most of the world’s farmers, segments of the school will be created on pieces of land at different altitudes and conditions to allow farmers from around the world to participate in this education for sustainable, net energy-producing farming techniques. We will be following the procedures elaborated by Fr. Godfrey Nzamajo Songhai Foundation’s Zero Emissions Research Initiative (Benin).
* Intensive Urban Agriculture, similar to “Square Foot Gardening” will be taught to children, mothers and others to disseminate the techniques of growing clean, unadulterated food on a family-by-family basis using, and saving, heirloom organic seeds and providing the nutritional components necessary to reverse the deadly trends of demineralized and devitalized, GMO and contaminated food.
* A Natural Health Center where natural medicine, including traditional herbal strategies for health, acupuncture, acupressure, homeopathy, detoxification, neurobiofeedback, massage and a host of other natural medical strategies will be taught and employed.
* A medical service for local and indigenous people will be created so that economic and sociological conditions are no bar to access to these medical options.
* A seminar center will be available to allow people to come to the Valley of the Moon for intensive educational opportunities in both long and short courses.
* A small hotel for guests and tourists.
* A cutlural center for performing and teaching music, dance, the plastic and visual arts.
* A residential area for long-term participants.
By using Zero Emissions Farming, no pollution will be produced and our only outputs will be 1.) energy from methane gas and 2.) energy from clean, unadulterated food.
Valley of the Moon™ Eco Demonstration Village is applying for affiliation with the unique Panamanian semi-private Foundation know as the City of Knowledge, http://www.ciudaddelsaber.org/, which provides interlinking relationships between organizations and programs bringing best practices, including sustainable agriculture, to Panama.
We believe that we could create our program, designed for international application, more efficiently and effectively with City of Knowledge affiliation than without it it.
One of the things City of Knowledge seeks is the endorsement, support or approval of persons with “International Presence”. You are certainly such a person and your work in sustainability and GMO free agriculture is of enormous importance and has been an inspiration to the Natural Solutions Foundation and to me personally.

In a sustainable, wholesome community, food must be clean and unadulterated. Therefore, at VotM, we will grow our own in a BeyondOrganic BioDynamic Zero Emissions [BODYZE™] context. While we provide abundance and health for ourselves, we will be teaching farmers and families to do the same. Reclaiming the production of food and restoring the essential balance of food, farming, community and the environment is essential to any healthy community or nation. The Valley of the Moon™ Eco Demonstration Project (VotM) will provide well-planned, integrated options for healthy living. This program is for individuals who do not want to build their own homes on the trust land, but prefer to have the structures build for them; all structures in any event will be “green” structures.
The Residential Community Program is embedded in the larger purpose and function of the Valley of the Moon. The primary premise of VotM is to introduce best practices around full sustainability – agricultural, health, environmental, economic and cultural and community and to do so with “Passion, Perfection and Profitability”.*
To accomplish this multi-layered and complex goal in a concrete, transmissible fashion, many sub projects are involved, calling upon the wisdom and capacities of local and international experts. VotM Residential Community is one such program, permitting our participants an opportunity to make a home in the pristine environment of the Panama Highlands, with its year-round Spring-like climate in the context of a community which learns, practices and disseminates sustainable techniques, technologies and trends. Private homes will be a part of the focus and function of the community, impacting its form as well.

Mission and Implementation
Mission: The Natural Solutions Foundation in Panama (NSF-P) has been established exclusively for charitable, educational, literary and scientific research purposes, with the express intent of creating an Eco Demonstration Project and Educational Program in Panama that includes residences, a farm and farm school, health, performing arts, seminar and performance centers and our VotM Community Outreach Program
.
NSF-P is a sister Foundation to the Natural Solutions Foundation (NSF-US), a humanitarian tax exempt NGO whose mission is “To discover, develop, document, demonstrate and disseminate Natural Solutions to the problems facing us and threatening our health and freedom, achieving and maintaining a healthy self, community and world.” In accordance with the Panama Escritura, NSF-P “is constituted with the purpose to promote, develop and execute projects with charitable purposes in Panama and in other countries around the world.” Valley of the Moon Eco Demonstration Project and its embedded Residential Community is one such project.
To further the purposes of the Foundations, we have also established a commercial enterprise in Panama, the Natural Solutions Corporation (NSC), which is empowered to receive funds for land and other development purposes, acting under the provision of the Escritura which permits and encourages NSF-P to establish such enterprises.
In keeping with this purpose, NSF-P has created the Valley of the Moon™ Eco Demonstration Community (VotM) which is in the Chiriquí Highlands. VotM is a demonstration Seed Community with diverse activities serving a common purpose:
– A BeyondOrganic, BioDynamic, Zero Emissions (BODYZE™) farm providing:
1. A complete and affordable food supply for the members of the community and the surrounding areas of Panama
2. A “BeyondOrganic, BioDynamic, Zero Emissions” (BODY-ZE™)* Farm and Farm School demonstrating and disseminating best practices and techniques both in commercial farming and Intensive Urban Agriculture (IUA) applications.
– The Advanced Natural Solutions Health and Wellness Center providing natural and advanced health services and education in a world-class Health and Wellness Facility as a Health Destination to which residents of the Valley of the Moon™ Eco Demonstration Community, the wider community, Panama, the region and the global community may come. Since several of our participants are world-renowned health practitioners, this goal is realistic. Bringing in Practitioners in Residence will broaden and deepen these options. The initial site of the Center will be at the foundation’s Headquarters Finca in Volcan; expected opening: Spring 2010. The Wellness Center draft Protocol can be found through www.DrRima.net
– A net-energy producing, low-resource consumption, energy-independent community using Zero Emissions Farming and other accessible technology to meet and exceed its own needs. Techniques to apply off-grid energy options will be shared with the local and wider communities.
-A Community Arts and Education Center
– A Restaurant(s) and Teaching Kitchen to share nutritional abundance and options with interested eaters and learners
– A Nature Preserve, Recreation and Wilderness Area holding land in trust for future generations
– A hotel and eco tourism facility where seminar participants, medical and wellness tourism guests and those enjoying the beauties of the environment (and the BeyondOrganic BioDynamic cuisine) can enjoy their time at the VotM
– A Residential Community in which VotM full-time participants can reside
– An educational system for the children of residents and those in the local community who choose to have their children attend
– A local economy to allow both VotM residents and those in the local community who wish to participate in it a means of stabilizing their economic situation avoiding the need to expend Balboa for local products, goods and services.

Concept & Sites
Walking the Land Allows Participants to Visualize Their Homes
Valley of the Moon™ Residential Community is an activity of the Natural Solutions Foundation’s International Decade of Nutrition (IDN). The central concept of IDN lies in the belief that a healthy food supply is essential to a healthy community, in both the local and wider sense, and is fully achievable. Such a health food supply will be established in the context of intact communities of producers and consumers using best practices (which are, by definition, toxin free).
Some functions are best housed on the same site, while others are most successfully placed on varied sites. For that reason, VotM plans to operate at several sites but its main site will be in the Chiriqui Highlands.
GMO-Free, Pesticide Free Coffee Harvested at Valley of the Moon™
The Valley of the Moon™ Coffee Finca is located in Santa Clara. Coffee production areas: 10 prime hectares of land planted with prized specialty coffees grown over 1200 m (approximately 4000 ft) producing containers of roast coffee produced under the Valley of the Moon™ label by the renowned Hartmann family. Additional coffee areas will be planted as terrain and conditions allow. An additional prime 10 Hectares is also part of the VotM Coffee Finca
The Headquarters, Hospitality, Intensive Agriculture Training Area and Seminar Center are currently located in Volcan. A .78 Hectaria parcel of land with two houses and associated structures is expected to be developed to accommodate an 18-person hotel, seminar facility, NSF-P headquarters (including administration, communications, reception/hospitality) and an Intensive Urban Agriculture (IAU) food production training area. A professional kitchen specifically designed for teaching purposes will facilitate both outstanding food service and culinary education for health and sustainability. Education and employment opportunities for local personnel are part of the program. Managerial skills will be fostered and taught so that personnel become empowered to develop their own enterprises after association with the VotM project.

With future development, emphasis will shift from the property nearest Volcan to larger sites for most of the functions fulfilled by the initial Volcan site. But for the foreseeable future, Volcan will house the social and active part of the community’s life.
The Residential Community Project Site will be located on a minimum of 20 to 50 hectares (50 – 100 acres) along with cultural, health and various social upliftment projects in the area.
The site will see the fully developed BeyondOrganic BioDynamic Zero Emissions farm and farm school, sharing the site with our hotel, housing, food service, performance and arts center, seminar, wellness facility and recreational areas. This integrated community will serve as a hub for the VotM project. The initial area can easily be expanded by acquiring the surrounding land.
It is on pristine land that the initial Residential Community will be developed.
It is important to note that land will be part of a land trust. Individual lots will not be sold. Rather, 99 year leases, renewable in perpetuity, will be offered. Residential Community participants are free to build the house of their desires on the land. They will have full ownership of the house.
NSF-P will hold the land in common as a land-lease program while the various uses of the land support and sustain a community with diverse functions, all of which are focused around teaching and dissemination. All aspects of the community will be designed to serve as demonstrations of sustainable, reproducible and transmissible solutions to the problems facing communities all over the world.
Undeveloped, protected forest and water-shed areas will be maintained and extended. We are working with another international NGO to plant large areas of fruit and nut trees with the goal of providing education for farmers on how to develop those crops using totally natural techniques. Lower elevation lands are currently being acquired to provide farm schools and food in different micro climates.
The Project will be based on a land trust model: individual lots will not be sold, but leased with a perpetually renewable lease, assignable to heirs and others, and saleable with right of first refusal going to the community. Residential Community participants will own their own dwellings and will have the right to a voice in community governance.

VotM Residential Community Program (RCP) Details
The Residential Community Participation (RCP) is structured as follows:
Participation: $75,000. Not including cost of housing.
Receipt of One Beneficial Interest Certificate (BIC)
Benefits of the BIC:
• Bears accumulating interest at Banco National Prime Rate, currently 4%. (Community economic activities support the interest payments)
• Permits participation in Community Governance
• Provides access to BODY-ZE foods at coop prices
• Provides access to community goods and services at coop prices.
• Provides perpetually renewable 99 year land lease for home site (homesite locations to be determined by community architectural and land use plan; choice of sites in order of BIC issuance)
Each RCP BIC is entitled to the choice of a 2,000 to 2,500 sq ft “green” home, at participant’s cost, with community oversight.
BIC holder owns the home and may sell or will it, subject to standard coop community approval. New purchaser of home will refund cost of BIC to seller.
As with any new community which offers beneficial interests or other joint potential, we cannot promise the rate of return but can provide information to make a realistic assessment of the opportunities presented possible. We believe a conservative estimate of potential shows the Eco Valley concept, here in the Valley of the Moon™, offers competitive financial and social benefits.

Food is becoming a battle ground like no other: freedom, survival, fascistic take over of a once-free people (more or less, at least), corporate triumph over independent producers – it’s all happening around food. And the mechanism is simple: a set of bills ostensibly devoted to “food safety” and “food security”.

In essence, these bills are a sneak attack implementation of Codex Alimentarius. The Natural Solutions Foundation has been warning that organic farming and home growing, clean food and food freedom were under heavy attack. Here is the Mother of All Food Fascism Assaults and we still have some time to defeat it.
Congress often comes up with bad ideas. This is not just a bad idea: it is a catastrophically bad idea for health and freedom. In fact, it is nothing short of food tyranny and will kill not only organic farming, but lots of people as well, along with the entire private farming sector. Your own gardens are at risk as well.
I cannot urge you strongly enough to take action NOW (we have only a few days to create the urgent push-back needed to fend off this disastrous legislation. These are bad, deceptive and extraordinarily dangerous bills which make the eternal link between fascism and food crystal clear. But the bills are written in neutral, even calming tones. SUMMARY: Abolition by Regulation… the end of Food Freedom
I have devoted decades to the study and practice of regulatory law, dealing with the seemingly endless onslaught of United States government agencies like FDA, USDA, EPA, FTC and others to curb and deny our constitutionally and legislatively guaranteed freedoms. I have seen bad regulatory ideas come and (often, with sufficient push-back) go. But I cannot remember any time in my long legal career seeing such rapid, and, if left unchecked, cataclysmic regulation for fascism and loss of rights as in the food regulation proposed under the current bills to industrialize food with the National Animal Identification System, Codex Alimentarius and North American Union.
While the Obamists claim to be agents of “Change”, that change is toward food fascism, not freedom. It is toward regulating food freedom into food crimes. It is toward making criminals of those who would control “their own seed and their own feed.”
HR 875 and S 425 are not just bad bills (Congress comes up with those, usually at the behest of industry) all the time. They are much worse than that.
Tyrants inevitably seek to control food. Fascism and food are always linked.
Sometimes the link is who may have access to food – please the tyrant and you eat. Sometimes the link is more subtle: the tyrant wants you ill so that you cannot resist because you are weak and distracted by illness….

So HR 875 and S 425 will “protect” us out of our birthright to clean, unadulterated food grown by those who would produce such natural bounty. Instead, food will be chipped, irradiated, contaminated, industrialized, genetically modified and demineralized to “protect” us from independence, from health, from autonomy and self-sufficiency.

5. Divest FDA/USDA of Food Regulation Authority – and all government agencies of their often misused power to deny us access to wholesome nutrition and natural remedies. Protect Food from FDA/USDA Regulation! We oppose H.R. 875 and S. 425, but do support divesting the FDA!
With those bills, Congress is about to create a new agency for “Food Safety”. Our analysis is that it will be worse than both FDA and USDA combined. SUMMARY: You know what it takes to make change…
YOU ARE VERY MUCH NEEDED!!!!!!!!!!!
Kathy here. I am the lady who answers emails for NSF. Recently, I received an email from a person which surprised me more than most! She apparently thought that we have a big switchboard of operators who answer questions and solicit donations. She must have had us mixed up with some other organization, because we do not have the money for a switchboard of phone lines and we have never solicited monies by phone. She implied that we have a big fancy office where people answer mail and organize events. While I think that would be lovely, the fact is that less than a dozen people are putting in the time necessary to keep this operation running. I am the person answering emails and I do it
from my kitchen table.
NSF is the largest health freedom organization in the world. Hundreds of thousands of health freedom advocates read our emails, alerts and send messages to Congress through these mailings. When we visit the Capitol, our name is recognized. It costs a minimum of about $12,000 per month to maintain this organization. We pay for websites and a webmaster and researchers; we pay the company that maintains our lists; we pay for each of those eblasts that are sent to Washington (and we send many!); we pay the train fare – travel fare to Washington; we pay for informational videos; and most important, we pay for trips to Codex meetings which occur several times a year in different parts of the world. We do this on a shoestring budget, as inexpensively as we can. Because we do this, we are able to keep our readers up to date on health freedom issues and organized to fight the Powers that would destroy your health.
The problem? We are not bringing in enough in donations to cover our costs. You say, “How can that be? With so many people on your list, getting your emails, you should be taking in lots of money, every month!” The fact is, most people (over 98% of our readers) contribute absolutely no money to this effort. Oh they are happy to join in on eblasts (and we are glad that they do!) and they are happy we are here making sure that they can continue to purchase nutrients, and they want us to win this health freedom war– but they want their neighbors to pay for it. We know there are many of you out there who are having severe financial problems. We have people who pledged as little as $5.00 a month, who now cannot afford that amount, given the economy. We understand- and do not expect those in such positions to donate. But there are many out there who can afford to donate the monies necessary to keep this battle going, —and donations to us are tax deductible, another incentive for giving.
Now there are those who would love to see NSF fail. There are FDA/Big Pharma owned Congress-leaches who would be happy if we stopped sending them messages.There are certain big companies who would love it if there were no well organized opposition to their plans. But we intend to keep at this as long as we possibly can – with YOUR help. So make that contribution today- and, if you can, make it monthly! If only 12,000 of you each sent $1.00 a month, we could pay our bills. If more is sent, we can do more! We would love to be able to place advertising to reach more of the general public with the health freedom message! This will cost money!
I am getting letters every day, from Scandinavia, Holland, Germany,– places where parts of Codex are already being adopted and people are having trouble getting the nutrients they want. A woman from Holland informed me that she ordered nutrients from the U.S. but they were promptly seized by Customs. She managed to get a few items from England, but she is not sure how long she will be able to do that. When she complains to politicians, she is told that she should get her nutrients from the foods she eats. Of course, if humanity loses this battle, that food will all be gm and toxic. It is obvious, at Codex meetings, that the U.S. representatives are pushing the hardest to make Codex regulations, standard worldwide. Will you and yours be able to live on a diet of toxic fake food? Will you be able to get by without the supplements necessary for good nutrition??
So do YOUR part. Make that donation now- and help to spread the NSF message so that MILLIONS of emails go to Congress with each blast. Do YOUR part to make certain that we have the people power and backing to push your/our issues– health freedom issues!!

The Nano Silver Controversy
As you know, these “food safety” bills are not the only issue we’ve brought to your attention recently. You’re aware of the FDA’s banning of a certain natural form of Vitamin B-6 last month, in a way that puts all dietary ingredients at risk. You’re aware of the effort of some to have the EPA declare topical silver products “unapproved pesticides” and our efforts to send comments to the EPA before the March 20th deadline.
Recently some usually pro-freedom consumer groups have joined the pro-regulator band-wagon regarding EPA banning nano-silver products. Natural Solutions Foundation supports the availability of nano-silver products.
We think what is happening is that some well-meaning people are confusing silver ions with the types of untested GMO (genetically modified organisms) products and new technology nano-products to which we have always urged the application of the Precautionary Principle [that the company offering a truly new technology product is obligated to reasonably substantiate that it is safe for use as directed, and that new products should not be offered to the public without meeting this standard].
We do not think nano-silver products fit that criteria.
All silver products work the same way: they shed silver ions which have germicidal capacity. An ion is a single atom stripped of some of its electrons, leaving it electrically charged. A nano particle is made of many atoms. A nano particle of silver is simply a small chunk of the element, smaller even than the microscopic size silver particles found in the colloidal silver solutions that have been available for nearly two centuries.
Silver has been used safely for utensils for millennia, with traditionally noted germ-suppressing capacity. The uses being questioned by the EPA are substantially equivelent to this traditional use. Supplemental silver has been ingested safely (argyria is not a safety issue!) for nearly two centuries.
Silver products are quite distinct from the GMO or untested nano-particle products to which the Precautionary Principle should apply. Therefore, we urge you to send an appropriate message to the EPA:

Approximately 2000 filled the City Hall of Chur where leading truth and freedom movement activists and whistleblowers spoke to a rapt crowd. Corruption in the Economic and Pharmaceutical worlds were detailed by insiders. General Bert and I offered a detailed and comprehensive look at Codex and its Genocidal agenda, past and future.

We’re also discussing the creation of an EU Natural Solutions Foundation, with a leading European Constitutional Attorney and Law Professor — how to create the petition to reopen EU policy on natural supplements, food, herbs, medicine and Codex.
One million signatures needed in EU, 50K signatures needed in Switzerland , and we have allies from all of the continent who will work with us to bring this petition forward. The EU has strong recall provisions which we lack in the US but it would be very helpful to our side to detach the EC from the “rear” of the US in its slavish support of the policies of the Bigs (Big Pharma, Big Agra, Big Chema, Big Finance and Big Govt) which the US brings forward on every Codex issue.
Only on GMOs does the EU differ from the US, and that rift has been meaningful up to now. We want more rifts, bigger rifts, better rifts!
Perhaps we want the EU out of Codex. We shall see what the Constitutional Law Professor has to say when he advises us.And we will, of course, advise you!
Do we want a European presence for the Natural Solutions Foundation, just as we have an African and a Panamanian? Of course we do! And that, too, will be part of the discussion. We are building for Global Health Freedom at the same time that the other side is destroying for global health fascism.

I nominate Lawrence Summers for the Natural Solutions Foundation Hall of Shame. Perhaps the fact that he has been nominated for a second term as the Secretary of the Treasury by our newly elected President should widen that nomination.
The following memo by Lawrence Summers was written in 1991, when Mr. Summers was the Chief Economist for the World Bank. Mr. Summers was President of Harvard University until he noted in public that women lack the mental ability to do science.
Just in case you thought that the notion of a genocidal agenda by the global elite is “just a conspiracy theory”, please read the words of Mr. Summers himself rationalizing polluting the developing world because it is cheap, effective and the increased cancer ratios will not show since the people there do not live long enough to develop the cancers.
This insane “logic” was effectively pierced by the Brazilian Minister of Environment whose comments follow.
Mr. Summers is, as of today, President Obama’s pick for Secretary of the Treasury, a position he held under President Clinton as well.

‘Dirty’ Industries: Just between you and me, shouldn’t the World Bank be encouraging MORE migration of the dirty industries to the LDCs [Less Developed Countries]? I can think of three reasons:
1) The measurements of the costs of health impairing pollution depends on the foregone earnings from increased morbidity and mortality. From this point of view a given amount of health impairing pollution should be done in the country with the lowest cost, which will be the country with the lowest wages. I think the economic logic behind dumping a load of toxic waste in the lowest wage country is impeccable and we should face up to that.
2) The costs of pollution are likely to be non-linear as the initial increments of pollution probably have very low cost. I’ve always though that under-populated countries in Africa are vastly UNDER-polluted, their air quality is probably vastly inefficiently low compared to Los Angeles or Mexico City. Only the lamentable facts that so much pollution is generated by non-tradable industries (transport, electrical generation) and that the unit transport costs of solid waste are so high prevent world welfare enhancing trade in air pollution and waste.
3) The demand for a clean environment for aesthetic and health reasons is likely to have very high income elasticity. The concern over an agent that causes a one in a million change in the odds of prostrate cancer is obviously going to be much higher in a country where people survive to get prostrate cancer than in a country where under 5 mortality is is 200 per thousand. Also, much of the concern over industrial atmosphere discharge is about visibility impairing particulates. These discharges may have very little direct health impact. Clearly trade in goods that embody aesthetic pollution concerns could be welfare enhancing. While production is mobile the consumption of pretty air is a non-tradable.
The problem with the arguments against all of these proposals for more pollution in LDCs (intrinsic rights to certain goods, moral reasons, social concerns, lack of adequate markets, etc.) could be turned around and used more or less effectively against every Bank proposal for liberalization.
Postscript
After the memo became public in February 1992, Brazil’s then-Secretary of the Environment Jose Lutzenburger wrote back to Summers: “Your reasoning is perfectly logical but totally insane… Your thoughts [provide] a concrete example of the unbelievable alienation, reductionist thinking, social ruthlessness and the arrogant ignorance of many conventional ‘economists’ concerning the nature of the world we live in… If the World Bank keeps you as vice president it will lose all credibility. To me it would confirm what I often said… the best thing that could happen would be for the Bank to disappear.” Sadly, Mr. Lutzenburger was fired shortly after writing this letter.
Mr. Summers, on the other hand, was appointed the U.S. Treasury Secretary on July 2nd, 1999, and served through the remainder of the Clinton Administration. Afterwards, he was named president of Harvard University.
